Himachal Pradesh Unveils Budget 2024 with a Striking MSP Increase for Milk

The legislative assembly of Himachal Pradesh buzzed with anticipation as Chief Minister Sukhvinder Singh Sukhu took the stage to present the state’s budget for the upcoming fiscal year. In a move aimed at uplifting dairy farmers and bolstering the agricultural sector, Sukhu announced a significant hike in the Minimum Support Price (MSP) for both cow and buffalo milk.

Marking his second state budget presentation, Chief Minister Sukhu unveiled plans to increase the MSP of cow milk from ₹38 to ₹45 per litre and buffalo milk from ₹38 to ₹55 per litre. This decision is poised to provide much-needed relief to dairy farmers, offering them fair compensation for their produce and incentivizing further investment in dairy farming.

In addition to the MSP hike, Sukhu introduced the Rajiv Gandhi Prakriyat Kheti Yojna, a comprehensive initiative aimed at promoting natural farming techniques. Under this scheme, 36,000 farmers, representing 10 farmers from every panchayat, will receive specialized training, equipping them with the knowledge and skills needed to adopt sustainable farming practices. By empowering farmers with the tools to cultivate crops in harmony with nature, the government aims to enhance agricultural productivity while minimizing environmental impact.

Recognizing the importance of the horticulture sector in Himachal Pradesh’s economy, Sukhu announced plans to introduce universal cartons for apple packaging. This initiative seeks to standardize packaging practices, ensuring consistency in quality and presentation while enhancing marketability for local produce. Furthermore, the government plans to promote horticulture tourism, leveraging the state’s natural beauty and rich agricultural heritage to attract visitors and boost rural economies.

Sukhu reiterated the state government’s commitment to environmental conservation, setting ambitious goals to transform Himachal Pradesh into a green state by 2026. Through sustainable development initiatives and proactive environmental policies, the government aims to preserve the state’s pristine natural resources for future generations while promoting economic growth and prosperity.

Addressing the aftermath of last year’s devastating monsoon, Sukhu announced a special package of ₹4,500 crore for disaster-affected communities. This financial assistance aims to support rehabilitation efforts and provide relief to those impacted by natural disasters. However, Sukhu expressed disappointment over the lack of additional support from the central government, attributing the shortfall to financial mismanagement during the tenure of the previous BJP administration. Despite facing significant challenges, the state government remains steadfast in its commitment to addressing the needs of its citizens and fostering inclusive growth.

The budget presentation shed light on Himachal Pradesh’s fiscal landscape, with Sukhu revealing that the state’s total debt stood at ₹87,788 crore. While acknowledging the financial challenges ahead, the government remains optimistic about the state’s economic prospects and is committed to implementing prudent fiscal policies to ensure long-term stability and prosperity.

As the curtain falls on the budget presentation, Himachal Pradesh emerges as a beacon of hope and resilience, poised to chart a course towards sustainable development and inclusive growth. With a focus on empowering agriculture, promoting environmental stewardship, and supporting communities in need, the government sets a bold vision for the future, guided by principles of equity, sustainability, and prosperity for all.

The budget announcement marks a pivotal moment in Himachal Pradesh’s journey towards prosperity and sustainability. As the state charts a course for the future, stakeholders across sectors eagerly anticipate the implementation of these initiatives and the impact they will have on the lives of citizens.

The decision to raise the MSP for milk reflects the government’s commitment to supporting rural livelihoods and revitalizing the agricultural economy. Dairy farming is a vital source of income for many households in Himachal Pradesh, particularly in rural areas, and the MSP hike is expected to provide a significant boost to farmer incomes. By ensuring fair compensation for dairy produce, the government not only incentivizes farmers to invest in quality animal husbandry practices but also strengthens the overall dairy ecosystem in the state.

The introduction of the Rajiv Gandhi Prakriyat Kheti Yojna underscores the government’s focus on promoting sustainable agriculture and empowering farmers with knowledge and resources. Natural farming techniques have gained traction globally for their ability to enhance soil health, conserve water, and reduce dependence on synthetic inputs. By training farmers in these methods, the government not only fosters environmentally friendly agricultural practices but also equips farmers with tools to adapt to changing climatic conditions and market dynamics.
